On October 15, 2013, the first final export control list rules implementing export control reform took effect. These rules include both structural changes and revisions to USML categories VIII (aircraft) and XIX (gas turbine engines) that transition many less sensitive items from the State Department’s ITAR to the more flexible Commerce Department’s EAR. USML categories XVII (classified defense articles) and XXI (miscellaneous articles) are also included in the final rules, and other categories are under review. Items that are still considered defense articles, but that are no longer listed on the revised USML categories are moving to the EAR’s CCL in the 600 series.
As a roundtable, come and discuss some of the nuances of the new 600 series licensing regulations, exceptions and how to navigate through the new regulations. Patty Kimm, Export Control Coordinator at PPG Aerospace – Transparencies, will provide a briefing and lead the discussion. Ms. Kimm has been involved in export controls with defense contractors and has been using the new 600 series to export aircraft components.
